Ed Fisher, chair of Citizens for West Virginia Election Integrity, is urging Congress to advance the SAVE America Act, which would require documentary proof of U.S. citizenship to register to vote in federal elections.

“We the citizens of the great state of West Virginia request our Senators Capito and Justice to not only support but indeed advocate strongly and do whatever is necessary for passage of the SAVE America Act. As citizens of our country, we deserve free and fair elections and this Act is supported by a supermajority of our fellow American citizens,” Fisher said in a statement published by the Citizens for West Virginia Election Integrity.

Fisher said the appeal is part of ongoing outreach to state and federal officials on election integrity issues.

West Virginia Sens. Shelley Moore Capito and Jim Justice are cosponsors of the SAVE America Act in the Senate. The legislation would require documentary proof of U.S. citizenship to register to vote in federal elections and is intended by supporters to strengthen voter verification standards, according to Congress.gov.

Federal law already prohibits noncitizens from voting in federal elections, though investigations have occasionally identified cases of improper registration. Judicial Watch, citing a Freedom of Information Act request, reported that nearly 400 noncitizens voted in the 2024 general election in Washington, D.C., findings cited by advocates calling for stronger upfront verification measures, as reported by Just The News.

Polling data also shows broad public support for requiring proof of citizenship for voter registration, with surveys indicating a majority of Americans favor such requirements as part of broader election security efforts, according to the Bipartisan Policy Center.

Fisher leads Citizens for West Virginia Election Integrity, a grassroots organization established to champion transparent fair and secure elections throughout the state. The group engages directly with legislators election officials and community members to advance policies that uphold legal voting standards and maintain public confidence in electoral outcomes.
